Roof repair and replacement in Norfolk, VA

Norfolk exempts most one and two family home reroofs from a building permit, but still sets specific requirements for the roof itself.

How roofing works here

Norfolk's own permit FAQ says building permits are not required for 1 and 2 family residential reroofs. That does not mean anything goes: the Division of Building Construction Services' roofing requirements sheet says only two layers of shingles may ever be on a roof, and both old layers must come off before new roofing goes on if a roof is already at two. Three-tab shingle roofs need at least one layer of 15 pound felt underlayment on slopes of 2 in 12 or greater. Every roof covering, the sheathing underneath it, and the underlayment have to be installed and secured to withstand the manufacturer's specified wind loads for 100 miles per hour. Repainting an existing metal roof does not need a permit.

Nearby Chesapeake draws its own, different line on when a reroof needs a permit, described in the Virginia Beach roofing permits guide.
